EXPERIENCE:
Mr. Perez has over 25 years
experience in paving and drainage design and contract
administration in the State of Florida. His expertise is in all
phases of underground utility design, construction and field
observation. Experience includes assistance in the preparation of
several environmental impact statements for high rise developments. He holds
a Certificate of continued Professional Development issued by the
Florida Engineering Society.
- Currently, as president of
Leiter, Perez & Associates, Inc., he is chief
operating officer of the company and is responsible for
the daily operations and financial business of the
company. Mr. Perez establishes the direction of the
company in regards to future business and technical
manpower needs, as well as up to date state of the art equipment.
- Responsible for operation and management of
a small business enterprise involved in civil and environmental engineering
and land surveying. He is in charge of design of water distribution
and sewage collection systems, waste and water treatment facilities, paving
and drainage, plats, construction layouts, boundary and topographic surveys,
highway design airport taxiway and drainage design. Mr. Perez is
capable of performing environmental audits including asbestos surveys and
preparing contract documents for the removal of pollutant storage systems.
- Project manager for Miami-Dade County
Aviation Department at Miami International Airport on several facilities
supervising asbestos removal projects and air clearance sampling.
- While with Shiskin-Leiter and
Associates, Inc., as vice president he was responsible
for the design and contract administration of underground
utilities and environmental engineering projects.
Performed environmental and ecological impact studies,
and the design of water distribution and sewage
collection systems, water and sewage treatment plants,
industrial waste treatment and pumping stations. Mr.
Perez handled contract administration and observation,
and environmental planning.
- As Assistant District
Engineer for a large private water and sewer utility
company in Miami-Dade County, Mr. Perez was responsible for
supervision of all engineering activities including
construction, operations, field surveys, and inspections.
He was responsible for As-Built drawings and revision of
all drawings and specifications submitted by developers
and their consulting engineers within the company's
service area. He reviewed all monthly engineering reports
and prepared capital expenditures report review and
update. Work also included preparation and/or review all IWO's and RWO's to assure that all procedures such as
calculations, budgeting, and other items were accurate
and met company policy requirements. He was responsible
for special projects (master plans, pumping station
upgrading, preliminary information for D. E. studies, and
utility application for fire flow temporary operating
permit).
- As design Engineer for civil
engineering firms in Miami-Dade County, Florida he was
responsible for the design, drafting and submittal of
paving and drainage documents to Miami-Dade County Subdivision
Control, Water Control and Highway Department for review.
He was responsible for the preparation of: (1) Fill
Certification Letter; (2) "As-Built" drawings;
and (3) P.C.P.'s and P.R.M.'s Letter of Certification.
Design and preparation of documents for water
distribution and sewage collection systems and sewage
treatments plants for submittal to regulatory agencies
were also included.
- While working for 3M Company (Minnesota
Mining & Manufacturing) distributor in Miami-Dade County, Florida from
1968-1972, Mr. Perez provided field engineering services to several airlines
at Miami International Airport (PanAm, Braniff, Eastern) and the U.S.
Department of the Navy at Boca Chica Naval Air Station, Key West, Florida.
Duties included the installation, repair and maintenance of microfilm
systems used for aircraft systems maintenance.
