EXPERIENCE:
Mr. Leiter has had a great deal of
experience in storm water management planning and master planning
as it relates to the Federal 208 Requirements and the current
NPDES storm discharge permitting required by EPA on a national
level. His experience includes use of the computer and design of
software for various purposes. Currently, he is involved in
preparation of CADD drawings for MDWASD pumping stations and
force mains.
- Currently with Leiter, Perez
& Associates, Inc., he is vice president and has
supervised CADD drawings for MDWASD pumping stations.
Working with company draftsperson, he has taught the use
of CADD programs for engineering drafting and has
assisted the project manager in completing several
projects on time and within extremely tight schedules. He
has worked closely with the survey division in
coordination and preparation of utility "As-built" drawings.
- Mr. Leiter recently been
involved in a stormwater master planning service for the
City of Hialeah, Florida, and in the provision of general
stormwater services for Miami International Airport which
includes a water quality monitoring program and the
implementation of the stormwater plan previously
developed.
- Prior to relocating to
Florida, Mr. Leiter served as project engineer on the
City of Chesapeake, Virginia's, NPDES stormwater permit
application where he managed a water quality monitoring
program for 10 wet weather monitoring stations. He
designed a software package to convert the monitoring
equipment output data into a spreadsheet format for
statistical analysis. Mr. Leiter's experience also
includes the design of a modeling program to assess
present and future pollutant removal efficiencies for
city-wide Best Management Practices (BMPs). He was
involved in similar projects for the cities of Virginia
Beach and Newport News, Virginia.
- Mr. Leiter provided training
and oversight for a NPDES water quality monitoring
program in Columbus, Ohio. He analyzed hydrologic and
hydraulic conditions for five monitoring stations and
created a customized software package for the analysis of
water quality data. Mr. Leiter has worked with CDM's
Watershed Management Model (WMM) to estimate nonpoint
source pollutant loadings generated for different land
use scenarios for the cities of Virginia Beach,
Chesapeake, and Newport News, Virginia. He gave workshops
to set up and familiarize clients with CDM-WMM as well as
water quality monitoring procedures.
- As a high school student and
summers while attending university, Mr. Leiter worked in
the engineering office or in the field with the surveying
parties. He is familiar with drafting in the office with
and without CADD and has worked at all positions with the
field surveying crews.
